The UK gambling industry has boomed over the past decade, increasing 200% since 2013.

Initially, an MP reportedly offered to lobby ministers on behalf of the gambling industry and leaked a confidential policy document for up to £4,000 a month.

This has had serious implications for the Conservative Party.

The UK government has also proposed to monitor gambling losses, resulting in a serious backlash from the public.

A parliamentary debate has been forced due to 100,000 signatures on a petition opposing this proposal.

A balance is required to protect potentially vulnerable gamblers without harming the gambling industry’s financial situation.

These two situations highlight tensions between the UK’s gambling industry and the ethics of protecting the public from possible rising debts.

Scott Benton MP

Scott Benton, the Tory MP for Blackpool South, faces a serious predicament following allegations of inappropriate lobbying linked to the gambling industry. An undercover investigation by The Times has brought to light concerning activities that threaten his political career.

The Sting

Undercover reporters for the Times posing as representatives of a fake investment fund caught the MP, Scott Benton, Tory MP for Blackpool South, who was elected for the Conservatives in 2019, saying he could “call in favours” from colleagues and get “easy access” to ministers when queueing for parliamentary votes.

Result: Benton has been suspended as a Conservative MP after offering to lobby ministers for the fake company arranged in the sting.

Implications

This suspension of Benton could initiate a by-election which would pose a challenge for Prime Minister Rishi Sunak. The could highlight further damaging situations with the Conservative Party.

  • Standards Committee:The Parliamentary Standard’s Committee report highlighted the fact that Benton’s actions would certainly damage the trust in Parliament by the general public. The report also stated that the comments made by Benton during the sting could potentially damage the reputation of all MPs.

A parliamentary vote will determine the final decision on the fate of Benton, along with his political future. This vote will also potentially be a sign of how Parliament will handle any future issues regarding lobbying by MPs.

Gambling Checks on Affordability

Affordability, or the question of how much money can a player afford to spend on gambling, is a key part of this safe gambling environment issue. According to a previous report we published, checks affect 3% of the UK gambling population.

Verifying the identity of a new customer is an essential part of onboarding a new customer however it doesn’t tell the operator how much they can afford to spend. Asking the customer to provide documentary evidence of income creates friction for the customer, requires manual checking by the operator and is open to abuse by the customer questioning if is a genuine document.

This is resulting in a general growing public backlash causing the petition opposing these proposed measures which will result in a parliamentary debate.

  • Governments Plan: Plans by the Government are to closely monitor banking details of individuals losing £125 per month or a total of £500 in any one year. The Government insist that these checks are essential but are resulting in public opposition particularly in less affluent areas.
  • Industry Reaction: Potential Financial Impact on Gambling Industry: Industry leaders warn that the proposed checks could strip away £250 million in revenues and pose a significant threat to sectors like horse racing. They emphasise the need for a balanced approach that protects vulnerable individuals without unduly harming the industry.

The Gambling Industry are seeking a more balanced solution to the entire issue which would at the same time as protecting vulnerable individuals would also cause no harm to the industry. Industry leaders believe that the harm could actually result in losses as high as £250 million. Sectors such as horseracing would be significantly damaged if these checks are enforced as planned.

Next moves: MPs will examine the Governments proposal in a Commons debate. This would allow MPs to fully examine the full implications of the proposed policy and attempt to weigh up the issues it addresses. A balanced result is the obvious answer which protects the Gambling Industry and does not cause excessive checks on personal freedom.
